When contracting with a vendor for car service or for a special occasion (wedding, prom, etc.), be sure the vendor is licensed by the WCTLC.

We encourage you to read the contract thoroughly before signing.  Be sure to discuss in depth the terms and conditions of the contract and the rate you will be charged. Don't sign if you have any doubt about what you're paying or what you're paying for.

When booking in advance, it's always a good idea to call the vendor at least 10 business days before your scheduled pick-up to confirm the date, time and location of the needed service.

All TLC For-Hire licensed vehicles in Westchester County must comply with the following:

  • Be in good operating condition meeting standards designated by a state DMV or NY DOT, (whichever one is applicable).
  • Possess a valid registration sticker from an authorized state DMV, (NY, CT, or NJ only).
  • Maintain liability insurance coverage of $500,000 / $1,000,000 for vehicles with a seating capacity of more than 5 passengers but less than 20. All others must maintain appropriate state minimum liability insurance.
  • Be licensed by the WCTLC.
  • Have affixed to its front right-side windshield a current WCTLC permit decal.
  • Possess a current New York State DMV inspection sticker or equivalent sticker from state where vehicle is registered. In the case of a NY registered vehicle passenger capacity of 10-14, must have DOT inspection sticker, or DOT exemption certificate.
  • Current license plate number and vehicle identification number (V.I.N.) must match both state registration certificate and WCTLC vehicle permit.
  • Be equipped with seat belts for each sitting position and shoulder belts for both front and rear outside seat positions.
  • Be equipped with ‘Please Fasten Seatbelt’ signs.
  • Ensure that all drivers maintain a hard-copy or read-only electronic trip log to include date, time, pick-up/drop-off location, and passenger’s name. The Trip Log should also include Off Duty notation when applicable.
  • Every vehicle owner, or his/her designee, shall provide, upon request, to all potential passengers, who will be traveling with a child age four years and under, a child safety seat which meets the Federal Motor Vehicle Safety Standards set forth in 48 C.F.R. 571.213, and which is either permanently affixed or is capable of being affixed to such vehicle.

The Federal Motor Carrier Safety Administration (FMCSA) has safety regulatory oversight when vehicles are used on a highway in interstate commerce to transport passengers if the vehicle is designed or used to transport nine to 15 passengers (including the driver) for compensation. If you have a problem with a driver, a for-hire vehicle or a base station (company), file a complaint.

Make note of as much information as you can at the time of the incident, including

  • date and time of service
  • pick-up/drop-off points
  • name of company, owner, driver
  • any and all data about the vehicle being used such as make, model, year and plate number

Please note the following:

  • Complaints involving criminal conduct, vehicle operation and improper DMV registration should be directed to the Department of Public Safety at (914) 995-8400.
  • All other complaints will be investigated by the WCTLC with assistance from the Department of Public Safety and/or other county departments.
  • Your complaint will be assigned a file number and a receipt of your submission will be mailed to you.
  • Every effort will be made to address your complaint. WCTLC will notify the base station in writing as to the nature of the complaint. Within 10 days of receipt of the notification, the base station shall provide WCTLC with a written statement explaining the actions taken to satisfy or handle the grievance.
  • Should the investigation result in an alleged violation of the Westchester County For-Hire Vehicle Law or the WCTLC Rules & Regulations, a summons and notice of hearing will be issued to the offender for appearance before a hearing officer.
  • Findings of fact and recommendations of the Hearing Officer will be submitted to the WCTLC and could affect the base station's WCTLC permit.

We have strict criteria for being a limousine or taxi driver.

Drivers must: 

  • be licensed by the WCTLC and affiliated with a WCTLC-licensed base station
  • have a valid N.Y.S. chauffeur's license (Class E or better) or license of similar class from state of residence
  • be courteous at all times
  • operate vehicle in full compliance with state, county and local laws; Westchester County Airport regulations, local municipal regulations, and Rules and Regulations of the WCTLC.
  • ensure that all vehicles are equipped with ‘Please Fasten Seatbelt’ signs
  • maintain a hard-copy or read-only electronic trip log to include date, time, pick-up/drop-off location, passenger’s name. The Trip Log should also include Off Duty notation when applicable.

Drivers cannot:

  • prohibit a passenger from riding in the front seat if necessary
  • smoke in vehicle
  • refuse transport to anyone with a physical disability or assisted by a guide dog
  • pick up a passenger at a taxi stand or pick up fares that have not been pre-arranged.
