Effective Oct. 5, 2016, the WCTLC only accepts those forms of payment stated on the Notice of Violation. Therefore, the WCTLC will not be able to process cash payments.

Below are the acceptable forms of payment that may be used to pay fines:

  • Money Order
  • Business Check
  • Certified Bank Check
  • Debit Card
  • Credit Card (A service fee of 5 percent by phone or 3.5 percent for online payment will be added to the amount of the fine.)
This page is only for Westchester County Taxi and Limousine Payments. If your Summons/Ticket does not start with the letters ‘TLC’ then you are not on the correct website page. Please consult your Summons/Ticket for the municipality that is listed on the paperwork or call the municipality where the ticket was issued

To pay fines for any Notice of Violation from the Taxi and Limousine Commission, go to the Westchester County Taxi & Limousine Payment System.

When the payment page opens, always verify that the agency is identified as Westchester Taxi and Limousine Commission and the PLC number is 6375.

Payment
This site only accepts credit cards as payment. Be sure to enter all the required fields. You will need to enter your ticket number and court date, which are on the front of the appearance ticket. When entering payment information, the amount due is located on the face of the notice.

Payments must be received before the due date on the face of the appearance ticket. Otherwise, the administrative law judge shall find you in default for failing to be present as scheduled and will impose a non-compliance fine.

Take care when entering your information. An error in transcribing the summons number may result in the payment not being credited in your account.

Remember to keep a copy of your receipt for future reference should you need it.

All for-hire vehicle driver licensees and applicants must complete a New York State Department of Motor Vehicle (NYS DMV) certified six-hour Defensive Driving Course (DDC) per WCTLC Rules and Regulations, sections §300.02 and §300.05.

Original Certificate of Completion required
You must bring an original Certificate of Completion from a NY State-approved defensive driving course showing that you completed the course within six months from date of application.

Online courses
You may find all NYS DMV certified DDC classes on the New York State DMV Web site.

Online courses are accepted with an original Certificate of Completion. E-mail receipts will be accepted. Copies or faxes of your Certificate of Completion that are altered will not be accepted.

Date of completion
The course must be completed within six months for new applicants and 33 months for renewal applicants.


Curso obligatorio para conducir defensivamente
Todos aquellos Choferes de Vehículos de Alquiler ya sean Licenciados o sean Candidatos aplicando para recibir una Licencia para Conducir Tienen que completar un Curso que da el Departamento de Vehículos de Motores del Estado de Nueva York (NYS DMV). Es un Curso de Manejar Defensivamente (DDC) que dura (6) horas. Usted tiene que traer un Certificado ORIGINAL que demuestre que usted Completó el curso o traer un recibo temporal ORIGINAL del NYS DMV de la clase de conducir defensivamente. Los Certificados Completos tienen que indicar la clase de curso, la fecha en que se tomó el curso, las horas de instrucción, el nombre (# de licencia) del instructor, y tienen que llevar un sello oficial de tinta o el sello del lugar donde se llevó a cabo la instrucción. Usted puede encontrar todos los NYS DMW agentes autorizados para dar clases de DDC en el website del DMW [en inglés].

Por favor Notar:

  • Cursos por medio de la computadora (online) se aceptan únicamente con el Certificado ORIGINAL completo. NO serán aceptados: los Recibos de Email, las Copias of faxes de su certificado temporal y/o documentos que hayan sido corregidos o escritos con lápiz.
  • Se acepta el Curso completado dentro de seis meses para nuevos candidatos y 33 meses para candidatos para renovación.

Current Westchester County Taxi & Limousine Commission driver permit holders may renew expiring permits online. The same requirements apply whether renewing a driver permit online, through the mail, or at the service windows at the WCTLC office.  

All current for-hire drivers are able to register ahead of time and learn how to renew online. Renewing online is quick and easy. The driver can track the progress of their application by signing back into their account.  

Renewing driver permits online also improves the turnaround time of the renewed permit and shortens waiting periods.
